वो कहते कि कांग्रेस ने अल्पसंख्यकों के तुष्टिकरण के लिए ऐसा किया. वो
शायद ये भी कहने से गुरेज़ नहीं करते कि कांग्रेस ने इसके लिए पैसे खाए
हैं. वो दोहरे मापदंड, छद्म धर्मनिरपेक्षता को लेकर ज़ोर-ज़ोर से चिल्ला
रहे होते.

के साथ नारे लगा रही होतीं. विनय कटियार और प्रवीण तोगड़िया सरीखे नेता
तीखे भाषण दे रहे होते.

Maharashtrian brahmins who founded RSS may be strictly vegetarian but
Maharashtra as a whole is almost entirely meat and fish eating.
Bengali and Kashmiri brahmins are nonvegetarian as are coastal brahmin
castes like the fish eating Saraswats.
In fact to cite the well-known 2006 CSDS survey on food, not only are
a whopping 69% Indians non-vegetarian but 45% brahmins are also
non-vegetarian. So why is a narrow vegetarian brahminical Hindu
sanskriti being selectively imposed as a pan Indian cultural norm?

SANCTIMONIOUS INTOLERANCE  !
Oscar-winning composer AR Rahman has done India proud on more than one occasion and his participation in yet another international project should have been a moment of honour.  Unfortunately, it has been turned into an unwarranted controversy. A little known Raza Academy has issued a "fatwa" against Rahman for composing music in acclaimed Iranian director Majid Majidi's film, “Muhammad: Messenger of God”, which is ludicrous. Ideally, the nondescript body's objections to the film shouldn't have merited any attention, but the growing attacks on writers, artistes and rationalists force one to reassert the liberal values. Iran has clarified that the film does not violate any Islamic values. Obviously, the bigots are reacting without seeing the film.  

After issuing orders with threats on what to wear, eat, see or read, religious and political hardliners are now telling actors what roles they can or cannot play. Their latest victim is Tamil superstar Rajinikanth, who has been told not to play Tipu Sultan in a film on the ground that “he (Tipu) was an aggressor, who committed maximum atrocities against Hindus”. In both instances the intransigent positions of self-styled custodians of religions stem from the same dogmatic mindset. Indeed, no one has the right to offend people's religious sentiments. The freedom of creative expression undeniably has its limits. But what are the artistes and filmmakers to do when some organisations with no locus standi choose to feel hurt to push their divisive agenda?   

जनता को सस्ती और स्तरीय चिकित्सा एवं शिक्षा, स्वच्छ पेयजल तथा लगातार बिजली उपलब्ध करवाना केंद्र और राज्य सरकारों की जिम्मेदारी है परंतु इन सभी मोर्चों पर संबंधित सरकारें लगातार असफल ही सिद्ध हो रही हैं। यहां तक कि स्वच्छ हवा भी अब लोगों को उपलब्ध नहीं।

वल्र्ड इकनोमिक फोरम की एक रिपोर्ट के अनुसार विश्व में सर्वाधिक वायु प्रदूषित शहरों में से 18 एशिया में हैं और इनमें से 13 तो केवल भारत में ही हैं। प्रदूषित वायु फेफड़ों की गंभीर बीमारियों ब्रोन्काइटिस, दमा, कैंसर और हृदय रोगों का कारण बनती है जिनके इलाज पर प्रतिवर्ष देश को अरबों रुपए खर्च करने पड़ते हैं।

 

देश में मानव जनित वायु प्रदूषण में 80 प्रतिशत योगदान लगातार बढ़ रहे वाहनों और कोयले से चलने वाले विद्युत संयंत्रों का है जिनको नियंत्रित करने की ओर किसी का भी ध्यान नहीं है।

 

दूषित पानी भी अनेक रोगों का कारण बन रहा है जिनमें हैजा, पेचिश, पीलिया, फाइलेरिया, डेंगू, मलेरिया आदि के अलावा खुजली, ट्रैकोमा, पिस्सू और जूएं पडऩा जैसे त्वचा रोग शामिल हैं। बच्चों में कुपोषण तथा उनके विकास को अवरुद्ध करने का भी यह एक मुख्य कारण है।

HURT-PRONE INDIAN SENSITIVENESS !
 In a mostly non-vegetarian land, good governance can’t be food governance
The ban on sale and slaughter of mutton by BJP-ruled states during the Jain festival of Paryushan to ostensibly protect the sentiments of the Jain community, raises the question of whether governments exist to protect sentiments. If the state can ban slaughter of mutton, is this one step away from banning azaan in mosques because ‘sentiments of Hindus’ are being hurt, or banning Durga Puja celebrations because ‘sentiments of iconoclasts’ are being hurt, or banning the sale of alcohol because ‘sentiments of teetotallers’ are being hurt?
Just as it was not the government’s job to ban Salman Rushdie’s The Satanic Verses, or to ban the play Mee Nathuram Godse Boltoy, protecting culture or protecting sentiments is not the state’s mandate. Governments exist to uphold constitutionally provided legal rights, not to take stances based on cultural mores of particular groups. Articles 14, 19 and 21    guarantee freedom of choice.

हमारे यहां कहा जाता रहा है कि वेदों की रचना स्वयं भगवान ने की है, लेकिन चार्वाक ने हिंदू धर्मगुरुओं की परवा न करते हुए यह स्पष्ट किया कि वेदों की रचना भगवान द्वारा नहीं, बल्कि जीतेजागते हाड़मांस के इंसानों ने की थी. चार्वाक के विरोधियों के पास उन के कथन को गलत साबित करने का कोई ठोस तर्क नहीं था और शायद इसीलिए उन्होंने यह कह कर अपने मन की भड़ास निकाली कि भगवान का अनादर करने के अपराध में चार्वाक व उन के शिष्यों को अगले जन्म में सियार की योनि में जन्म लेना पड़ेगा.

तेरहवीं सदी के ब्रिटिश दार्शनिक व वैज्ञानिक रौजर बैकन को अपने वैज्ञानिक विचारों के लिए तथा मध्ययुगीन चर्च के अंधविश्वासों का विरोध करने के जुर्म में बारबार जेल जाना पड़ा.

बैकन के बाद 1327 में खगोलशास्त्री सेको द एस्कोली को धर्म के पैरोकारों ने इसलिए जिंदा जला डाला था कि उन का मानना था कि दुनिया गोल है और इसीलिए उस के दूसरी ओर भी लोगों के रहने की संभावना है. 1513 के आसपास कोपरनिकस ने मानवजाति की महानतम खोज की थी कि धरती सूरज की परिक्रमा करती है. इस के 300 साल बाद तक चर्च इस सत्य को झुठलाता रहा और इस बात को मानने वाले लोगों को सजा देता रहा.

धर्मधुरंधरों की इसी हैवानियत का सुबूत हैं दार्शनिक बू्रनो, जिन्हें 1600 में रोम में जिंदा जला कर मार डाला गया. बू्रनो के बाद गैलीलिओ को भी इसी सत्य का प्रतिपादन करने के अपराध में जेल में डाल दिया गया और उन्हें अनेक यातनाएं दी गईं. गैलीलिओ का अपराध भी यही था कि वे चर्च के अंधविश्वासों के खिलाफ थे.

इतिहास इस तरह की धार्मिक हैवानियत की सच्ची घटनाओं से भरा पड़ा है जब पोंगापंथी धर्मगुरुओं ने अपने धार्मिक अंधविश्वासों की रक्षा के लिए सचाई को ही सूली पर चढ़ा दिया. आज स्थिति यह है कि अपने धर्म को बचाने के लिए धर्मगुरुओं को आखिरकार विज्ञान के सामने घुटने टेकने पडे़ और यह कहने के लिए मजबूर होना पड़ा कि जीसस व बाइबिल की कहानियों को उन के शाब्दिक अर्थ में नहीं लिया जाना चाहिए.

संघ नियन्त्रित सरकार की स्थापना के बाद भले ही जन साधारण का मन मस्तिष्क और आंखें, बहु प्रचारित अच्छे दिनों की प्रतीक्षा में निराशाजनक ढंग से थक गई हों, परन्तु असाधारण रूप से कट्टर हिन्दूवाद की जननी राष्ट्रीय स्वयं सेवक संघ के अच्छे दिन स्पष्ट रूप से दृष्टिगोचर हो रहे हैं. मज़दूर संघ, विधार्थी परिषद, बजरंग दल, विश्व हिंदू परिषद, संस्कृति परिषद, शिक्षा और स्वास्थ्य भारती आदि आदि की शान प्रासंगिकता और महत्व देखते ही बनता है. स्वतंत्र भारत के इतिहास में पहली बार संघप्रधान मोहन भागवत को आकाशवाणी से अपने प्रवचन देने का अवसर प्रदान किया गया. तथाकथित संस्कृतिक संस्था के आवरण को तिलांजलि देकर दिल्ली में आयोजित संघ शिविर में प्रधानमंत्री सहित पूरे मंत्रालय ने संविधानिक गोपनियता की धज्जियां उड़ाते हुए, भारत सरकार का लेखाझोखा परम आदरणीय प्रातः स्मरणीय राष्ट्र गुरू मोहन भागवत के चरणकमलों में विनम्रतापूर्वक प्रस्तुत किया, जिसे गुरूजी ने नये निर्देश -एजंडा के साथ स्वीकार किया.

महाराष्ट्र में सुशासन की श्रेष्टतं परम्परा के लिए भक्तगण को बधाई !
असाधारण सुशासन की श्रेष्टतं परम्पराओं को स्थापित करते हुए, भाजपा सरकार ने, स्वतंत्र अभिव्यक्ति जैसे जघन्य अपराध के लिए, भारतीय दण्ड संहिता की धारा 124 ए के अंतर्गत सज़ा की घोषणा कर दी है. भारतीय संविधान में यह धारा अंग्रेज़ों से ज़माने से चली आ रही है और इस का प्रयोग राज्य के विरूद्ध विद्रोह जैसे अति गम्भीर अपराधियों के लिए किया जाता रहा है. दिनांक 18 मार्च 1922 को राज्य विद्रोह के अपराध में महात्मा गांधी के विरुद्ध इसी धारा के अंतर्गत कानूनी प्रक्रिया आरम्भ हुई थी और 21वीं शताब्दी में डा. विनायक सेन और असीम त्रिवेदी जैसे स्वतंत्र अभिव्यक्ति के खतरनाक अपराधियों के लिए भी इसी धारा का प्रयोग हुआ था. अब भविष्य में स्वतंत्र अभिव्यक्ति के अपराधियों को गर्व होगा कि कम से कम अपराध के विषय में वह राष्ट्र पिता के समानांतर हो गये हैं. प्रजातंत्र की गौरवशाली परम्पराओं को सुशासन के साथ क्रियान्वित करने के लिए अन्य सभी राजनीतिक तत्वों को संघ परिवार से प्रेरणा लेनी चाहिए.

LIVING COLONIAL BRITISH LEGACY IN 2015 !
A circular of the Maharashtra Government has empowered the police to invoke sedition charges against any speech, sign or representation that is critical of the government or elected representatives in office, which also invokes hatred and violence. This is essentially a reiteration of Section 124-A of the IPC. The circular was issued following high court directions while dismissing sedition charges against cartoonist Aseem Trivedi, who was booked unjustifiably under the provision in 2012. The government’s latest circular, while reminding the police when not to invoke the section — as ordered by the court — has also ominously elaborated when it may be used to clamp down on criticism of the government. And that is what has the democratic ranks speak up in protest.

On the face of it there is not much that the government can be faulted for; Section 124-A does indeed provide for action against criticism, though only when it causes imminent threat to peace or incites hatred. The trouble lies with the section itself, which is a British legacy. It was obviously designed to facilitate the foreign rulers’ control over free speech and thought. That was then. Mere ‘criticism’ of the government today — no matter how unjustified —cannot be interpreted as sedition. Criticism thus need not be clubbed with speech that incites hatred or violence, which needs to be addressed separately. It would have been better if the government had told the police only not to invoke Section 124-A without legal clearance. As things stand today, a lot is left to the SHO’s interpretation of what may incite violence.

महा पंडित फरेबदास की मरनोपरान्त व्यथा !
पंडित जी की मरनोपरान्त जब आंख खुली तो अपने को चित्रगुप्त के कार्यालय में पाया. अपने पंडितगिरी पर आत्मसन्तोश की भावना से फरेबदास ने आशावादी नजरों से चित्रगुप्त की तरफ देखा जो दिव्य कम्प्यूटर यंत्र पर उस का लेखा जोखा देख रहे थे. अगले ही क्षण चित्रगुप्त ने तिरस्कार की दृष्टि से घूरकर उस के हाथ में नरक की पर्ची थमा दी. पंडित जी रोते हुए चित्रगुप्त के सामने दंडवत गिर पड़े, "प्रभु, यह कैसा अंधेर है? अवश्य ही कहीं कोई गम्भीर भूल हो गई है".चित्रगुप्त ने गुस्से से कहा, "क्या कहते हो"?पंडित जी ने गिडगिडाते हुए निवेदन किया, "प्रभु, मेरे अवगुण चित न धरो.कुछ तो कहो, कौन सा पाप मेरे खाते में लिखा गया है".चित्रगुप्त ने कहा, "तुम्हारे खाते में पुण्य ही कहाँ है? अच्छा यह बताओ ब्रह्मण के लिए कौन से छह निर्धारित कर्म हैं ".फरेबदास ने उत्साहित होकर तोतारटंत आवाज़ में कहा, "अध्यनं अध्यापनं यजनं याजनं, दानं प्रतिग्रहं, ब्राह्मणाणं कल्पयत् ".चित्रगुप्त ने कहा, "यही तो तुम नैतिक उल्लंघन कर गये. खुद अध्ययन नहीं किया दूसरों को अध्यापन कराते रहे, खुद यज्ञ नहीं किया दूसरों को यज्ञ कराते रहे, खुद दान नहीं किया दूसरों से दान लेते रहे. मरने के बाद भी खाली हाथ हिलाते यहाँ आ पहुंचे हो. आखिर हमारा भी परिवार है, आशायें हैं, अभिलाषायें हैं, महंगाई भी है, केवल वेतन पर कैसे गुज़ारा हो सकता है ?तुम्हारा पेट पेट था, हमारा पेट पेट नहीं है क्या? स्वर्ग की अप्सराओं का नृत्य क्या फोकट में देखोगे? अब चुपचाप अपना रास्ता नापो. काम काफी होने के कारण मुझे ओवरटाइम काम करना पड़ता है जिस के लिए ओवरटाइम एलावंस भी नहीं मिलता है".पंडित जी नतमस्तक होकर कातर वाणी से गाने लगे, "हरे राम हरे राम रामराम हरेहरे, हरे कृष्ण हरे कृष्ण कृष्णकृष्ण हरेहरे".चित्रगुप्त ने व्यंग्य भरे स्वर में टोका,"बंद करो यह नौटंकी, मैं तेरा यजमान नहीं हूँ. मूर्ख हरे हरे नोट खुद ड़कार गये और मेरे पास यहाँ खाली हाथ आये हो. चित्रगुप्त तुम्हें शाबासी देगा क्या ".
और फिर सेवकगण महापंडित फरेबदास को घसीटते हुए नरक विभाग की ओर ले गए.

CLASSICAL EXAMPLE OF "BAIT AND SWITCH" !

A bizarre political spectacle took place in Delhi this week that no amount of sophistry can square with the principles of a modern democratic republic.

A ‘cultural’ organisation known as the Rashtriya Swayamsevak Sangh held a conclave for which it summoned top ministers of the Narendra Modi government to present themselves and provide an account of the official work they have been doing over the past 15 months. Among those who turned up were the Prime Minister himself, as well as the Defence Minister and the Home Minister.

This axis between the government and the RSS is unhealthy for the obvious reason that it represents a classic case of what con artists call ‘bait and switch’.

During the Manmohan Singh period, the Bharatiya Janata Party went to town over the “extra-constitutional” authority Congress president Sonia Gandhi wielded in the United Progressive Alliance government. They attacked her hand-picked team of associates – the National Advisory Council – for involving itself in matters of policy. How is what the RSS is doing any different? The September 3-4 forum is arguably the most visible association between the government and the sangh parivar we have seen to date but we know from the functioning of various ministers and ministries that RSS functionaries are “consulted” on an almost continuous basis.

What makes this axis especially problematic is not just its extra-constitutionality but the sheer incompatibility of the RSS and its ideology with a democratic, inclusive polity and society.

UNCONSTITUTIONAL GOVERNANCE ACCOUNTABILITY !

 The PM and Central ministers, who have not bothered to share with people what their thinking is on important issues like internal security, ceasefire violations, the religion census, the Patidar quota agitation, education policy, labour reforms and one rank, one pension, could not refuse summoning to come for a briefing before the RSS functionaries. In the past when the BJP was in power at the Centre, the then Prime Minister Vajpayee had kept the RSS at a respectful distance, not letting it influence the government's policies or priorities. A former 'pracharak', Modi has allowed himself to be guided by the RSS. This is also clear from the way the RSS initiative of “saffronisation” of education has been pushed through a pliable, lightweight minister at the helm. Key posts in top 14 institutions, including the IITs, IIMs, NCERT, ICCR, ICHR, censor board and FTIL, have been handed over to RSS activists. 

व्यंग्यात्मक हास परिहास,
बहुराष्ट्रीय मिनरल वाॅटर कंपनियों को ठेके पर दी जाएगी गंगा, 20 साल में हो जाएगी साफ !

नई दिल्ली। सुप्रीम कोर्ट की फटकार के बाद गंगा की सफाई को लेकर केंद्र सरकार हरकत में आ गई है। वह अब ऐसी योजना पर काम कर रही है, जिससे गंगा केवल 20 साल में ही साफ हो जाएगी। इसके तहत गंगा को मिनरल वाॅटर बनाने वाली बहुराष्ट्रीय कंपनियाें को सौंपा जाएगा। इस संबंध में सरकार जल्दी ही सुप्रीम कोर्ट में पॉवर पॉइंट प्रेजेंटेशन करेगी।
केंद्र सरकार ने यह निर्णय सुप्रीम कोर्ट की उस नाराजगी के बाद लिया है जिसमें कोर्ट ने कहा था कि मौजूदा योजना से तो गंगा की सफाई में 200 साल लग जाएंगे। शीर्ष अदालत ने सरकार को गंगा की सफाई के लिए ठोस पॉवर पॉइंट प्रेजेंटेशन बनाकर लाने को कहा था। कोर्ट की फटकार के बाद ही गंगा पुनरुद्धार मामलों की मंत्री उमा भारती ने अपने मंत्रालय के अधिकारियों की बैठक बुलाई। इसमें जो पॉवर पॉइंट प्रेजेंटेशन बनाया गया, उसके मुख्य बिंदु इस तरह से हैं :
1. गंगा की सफाई के लिए बहुराष्ट्रीय कंपनियों को आमंत्रित किया जाएगा। ये कंपनियां गंगा के किनारों पर प्लांट्स लगाकर गंगा का पानी स्वच्छ करके बोतलों में ही बेचेंगी।
2. ये कंपनियां अलग-अलग आकार-प्रकार की बोतलों में शुद्ध गंगाजल मुहैया करवाएंगी। पूजा के लिए 100 एमएल से लेकर 250 एमएल की बोतलें होंगी। गंगा में डूबकी लगाने के आकांक्षी लोगों के लिए 30 लीटर से 50 लीटर तक के जारों में पानी उपलब्ध होगा। इन्हें लोग अपने बाथरूमों के टब में डालकर वहां डूबकी लगा सकेंगे। घाटों पर भी ऐसे टब बनाए जाएंगे।
3. गंगाजल को अन्य देशाें में निर्यात करके विदेशी मुद्रा भी कमाई जा सकेगी। इसके निर्यात पर सरकार स्वयं नियंत्रण रखेगी।
4. इस योजना से गंगा को साफ करने में 200 साल नहीं लगेंगे। मंत्रालय के आंकलन के अनुसार बहुराष्ट्रीय कंपनियां 20 साल में ही गंगा को साफ कर देंगी।
5. गंगा के साफ होने के बाद जो जमीन सामने आएगी, उस पर सरकार का स्वामित्व रहेगा। उसे रॉबर्ट वाड्रा से बचाने के पुख्ता इंतजाम किए जाएंगे। बाद में इस जमीन पर 21 स्मार्ट सिटी बनाई जाएंगी।

संस्कृत में एक शब्द है-पिष्टपेषण. इस का सरलार्थ है पीसे हुए को पीसना अर्थात व्यर्थ का कोई काम करना. हमारे यहां कई दशकों से यही कुछ हो रहा है और अरबों रुपया पानी में बहाया जा रहा है. मेरी मुराद गंगा शुद्धीकरण के नाम पर हो रही नौटंकी से है. इस वर्ष के बजट में भी गंगा के लिए करोड़ों रुपयों का प्रावधान किया गया है. ‘हर हर गंगे’ या ‘गंगा ने बुलाया है’ के धार्मिक जुमले छोड़ने वाले सभी धर्मध्वजी, धर्म के सभी धंधेबाज और सभी धर्मगर्द सुबहशाम यह दावा करते हैं कि गंगा पवित्र है, गंगा का जल अमृत है, गंगा स्वर्ग से लाई गई नदी है, तभी तो हमारे प्रधानमंत्री तक गंगा की आरती में शामिल हो कर पुण्य अर्जित करने का लोभ संवरण नहीं कर पाते. वर्तमान हिंदू धर्म एक तरह से पौराणिक हिंदू धर्म है, जिस में भागवत पुराण, गरुड़ पुराण जैसे पुराणों को वेदों से भी ज्यादा प्रामाणिक मान कर प्रस्तुत किया जाता है. इन 18 पुराणों में गंगा की जो महिमा गाई गई है, उसी से प्रेरित हो कर लोग जीतेजी भी गंगा में डुबकी लगाने के लिए दौड़ते हैं और मुर्दे की अस्थियां भी उस में डुबो कर या शव को उस में प्रवाहित कर उस के लिए तथाकथित स्वर्ग में सीट बुक कराने का प्रयास करते हैं.
